Goochland County recently passed an Ordinance to require two access points for any subdivision that has 50 lots or more. It requires that no individual street segment shall be permitted to be the sole access for 50 or more lots. This rule is consistent with policies in other local jurisdictions in the Richmond metropolitan area. However, most jurisdictions follow this rule as a policy, which can be waived in specific circumstances, such as provision for an emergency access or a boulevard entrance. This Goochland Ordinance does not seem to provide that flexibility as it specifically enumerates that an emergency access does not qualify as a required access point.
