E.G. Allen is Of Counsel at Roth Jackson. His practice focuses on corporate and business law, with an emphasis on advising closely held businesses, their owners, and employees in all manner of transactions, including business formations, acquisitions, dispositions, mergers, and restructurings. Mr. Allen works with business owners in a variety of areas, including choice of entity, business structure, operating agreements, shareholder agreements, and buy-sell agreements. He also advises businesses in their general operations, including financings, leases, employee agreements, and service agreements. Joseph P. Bowser

In the courtroom, Mr. Bowser has litigated cases and counseled clients in a wide variety of complex disputes, including individual and class-action cases arising out of contract, tariff, commercial tort, consumer-protection, privacy laws, and the Telephone Consumer Protection Act in particular. Mr. Bowser has tried cases in federal and state court, and helped clients reach key victories through briefing at both the trial and appellate levels.

Outside the courtroom, Mr. Bowser advises numerous emerging telecommunications companies, helping them navigate regulatory hurdles from initial registration, to on-going compliance and regulatory advocacy, to complex dispute resolution. He also drafts and negotiates a wide variety of contracts, such as telecommunications/ISP service agreements, software/platform/infrastructure-as-a-service agreements, and reseller and marketing agent agreements.

In addition to defending clients in individual and class-action litigation throughout the country, he provides counseling to mitigate the litigation risk, including auditing marketing campaigns, developing compliant website and consent-based opt-ins, and preparing terms of service for direct-marketing campaigns that implicate the TCPA and related marketing and privacy laws. Having litigated many of these issues, Mr. Bowser knows where the proverbial mines are, and helps his clients sidestep them.

Genevieve C. Bradley

Genevieve C. Bradley is a member at Roth Jackson, supporting the firm in all of its practice areas, including commercial litigation, employment law, creditors’ rights, finance, secured transactions, real estate, privacy issues, and direct marketing law.

Since joining the firm, she has assisted in successfully defending employers and businesses in federal and state courts against numerous claims, including defamation actions,  race, age, sex, and disability claims, equal pay claims, contract actions, wage claims, wrongful termination and Bowman claims, as well as lawsuits brought under various consumer protection statutes, including the Telephone Consumer Protection Act and the various federal regulations regarding the same.

Ms. Bradley has also gained significant experience in protecting businesses’ interests and enforcing creditors’ rights in court. To that end, she has assisted in bringing lawsuits to enforce contracts and payment obligations. Likewise, she has favorably conducted numerous commercial foreclosure actions, actions to recover specific personal property, and judgment enforcement actions such as garnishments and debtor interrogatories.

Lastly, Ms. Bradley also provides clients with guidance outside the courtroom.  Specifically, Ms. Bradley has assisted clients in negotiating contacts, drafting manuals and handbooks, and developing internal company policies, including wage payment, employee classifications, and privacy policies.

Caroline E. Browder

Caroline E. Browder is a member at Roth Jackson. Her practice focuses on all aspects of commercial real estate, including strategic planning, finance, leasing, and construction. Ms. Browder represents landlords and tenants in commercial lease transactions including ground leases, “build to suit” and national tenant leasing. She also represents lenders and borrowers in commercial financing.  Ms. Browder has extensive experience in cellular communications leasing and development.

Before joining Roth Jackson, Ms. Browder served as senior vice president and in-house counsel for SunTrust Banks, Inc., where she handled all of the bank’s corporate real estate transactions in the Mid-Atlantic region. Representative transactions include: portfolio sale/leaseback of 447 branch banking facilities, sale/leaseback of 25 office buildings, 1031 Tax Deferred Exchange Projects, drafting and negotiating leases for all retail and office space leased by and from SunTrust Bank, AIA contracts, condemnation, and premise liability litigation.

Caroline E. Browder

Andrew M. Condlin

Andrew M. Condlin is a member at Roth Jackson, focusing in commercial real estate and land use law. Mr. Condlin represents developers and landowners in every aspect of commercial real estate, particularly in matters relating to land use, zoning, economic development, transactional matters (purchase, sale, lease, financing), historic preservation and local government law issues. He also assists local governments, volunteer boards and private developers in amending and drafting local zoning ordinances and comprehensive plans. The extent of Mr. Condlin’s diverse land use practice places him in regular contact with local governing bodies, commissions and administrators as well as relevant developers and civic associations allowing him to establish and maintain relationships with these individuals and organizations.

Mr. Condlin is the recipient of the Henrico Business Council’s Award of Merit for 2005 and named the 2004 Virginia Bar Leader of the Year by the Virginia State Bar’s Conference of Local Bar Associations. Andrew M. Condlin

Sean M. Gibbons

Mr. Gibbons is the founding member of the Richmond office of Roth Jackson. He defends employers in administrative and litigation matters arising out of claims of race, sex, age, religion and disability discrimination, as well as claims filed under the FLSA, the FMLA and ERISA.  Mr. Gibbons  also represents clients in covenant not to compete and trade secret cases.

In addition to litigation, Mr. Gibbons advises clients on numerous employment related issues in order to develop and implement practical employment policies and procedures for his clients. Mr. Gibbons also provides compliance training to employers in all areas of labor and employment law, including anti-harassment training, workplace complaints and investigations, hiring and interviewing, wage and hour, and discipline and discharge.  Additionally, Mr. Gibbons also conducts workplace investigations stemming from internal or external complaints.

Mr. Gibbons also provides guidance to clients involved in business acquisitions. In connection with these transactions, he reviews and drafts employment and restrictive covenant agreements and assists clients with various employment issues which may arise during such transactions.

Joseph F. Jackson

Joe Jackson is a founding member of Roth Jackson who concentrates on finance, restructuring and real estate matters. Mr. Jackson began his legal career as a commercial litigation attorney and now regularly represents lenders and business entities in commercial financings, asset and stock sales and other asset dispositions. Additionally, he represents creditors in workout-related litigation and bankruptcy matters in state and federal courts in Virginia and Maryland. Mr. Jackson also serves as outside counsel to businesses throughout the region regarding entity formation, governance and transaction-related issues. Mr. Jackson has a Top Secret security clearance from Defense Investigative Security Clearance Office.

He is a member of the Virginia and Maryland bars and is admitted to practice before the Fourth Circuit Court of Appeals, the U.S. District Court for the Eastern District of Virginia and the U.S. Bankruptcy Court for the Eastern District of Virginia. Ashley B. Kyle

Ashley B. Kyle is of Counsel at Roth Jackson. Ms. Kyle focuses on commercial real estate, finance and land use.  She also has experience in commercial litigation and direct marketing and regulatory compliance.

Prior to joining Roth Jackson, Ms. Kyle worked on a diverse set of commercial real estate matters including acquisitions, dispositions, leasing, development and financing. She has experience representing developers on various matters related to large residential community projects. Allyson Martin Sladic

Allyson Martin Sladic is of counsel at Roth Jackson.  She began her practice exclusively in immigration law in 1994.  Her practice focuses on employment-based, temporary and permanent visas for business professionals.  She assists companies with the hiring and transfer of international employees.   Her primary areas of focus include H-1B Visas for high-tech and professional personnel and L-1 Visas for multinational managers, executives and specialized knowledge employees; labor certifications; I-140 immigrant petitions; and I-485 adjustment of status applications.

Mitchell N. Roth

Mitchell N. Roth is a founding member at Roth Jackson and serves as the Firm’s Chief Executive Officer.  He is nationally recognized for his experience with state and federal direct marketing laws. He counsels clients on developing effective marketing strategies to ensure compliance with telemarketing, email, fax, direct mail and internet marketing laws. He also has significant experience in defending clients in nation-wide class action lawsuits arising out of alleged violations of the Telephone Consumer Protection Act as well as enforcement actions initiated by the Federal Trade Commission and state attorneys general alleging violations of marketing laws. Mr. Roth works closely with several national trade associations in advising them and their members on compliance with marketing and privacy laws and is a frequent lecturer on legal issues affecting the direct marketing industry.

Mr. Roth has also gained experience in counseling private colleges and universities on compliance with the Department of Education’s Program Integrity regulations, specifically those pertaining to Gainful Employment, Placement Verification, Prohibited Misrepresentations and Incentive Compensation.  Mr. Roth also oversees the Firm’s Business Immigration practice group where he advises clients in connection with their business immigration matters. He is experienced in assisting his clients with obtaining nonimmigrant visas, such as H-1Bs, L-1s, E-2s, etc., as well as assisting his clients in obtaining U.S. permanent residence through employment.

Jennifer S. Varughese

Jennifer S. Varughese is a member at Roth Jackson.  Her practice focuses exclusively on U.S. immigration and nationality law, specifically in the areas of family-based immigration, naturalization, asylum, and litigation. Ms. Varughese has represented individuals and families from over 130 countries and throughout the United States. She regularly appears on behalf of clients before the U.S. Department of State (DOS), U.S. Citizenship and Immigration Services (USCIS), U.S. Customs and Border Protection (CBP), Executive Office for Immigration Review (EOIR), the Board of Immigration Appeals (BIA), and other federal courts.

Ms. Varughese has expertise in the effect of criminal convictions on immigration benefits. She is an aggressive litigator who is familiar with all forms of relief before the nation’s immigration courts: Asylum/Withholding of Removal/CAT, Adjustment of Status, Cancellation of Removal, Removal of Conditions, and Waivers related to criminal, fraud/misrepresentation, and other grounds of inadmissibility and removability.

Ms. Varughese also has an extensive practice devoted to writing briefs, motions, and responses to notice of intent to deny letters and requests for evidence. This has resulted in scores of approvals for clients seeking: I-601A provisional waivers, I-601/I-212 waivers, I-130 petitions following allegations of marriage fraud, I-130 petitions subject to the Adam Walsh Act, and Motions to Reopen/Reconsider.

Ms. Varughese has been quoted on immigration law topics in local and national publications including The Washington Post and Bloomberg BNA. She has testified as an expert witness on immigration law in state and federal courts. She is a sought after speaker for continuing education courses, schools, religious organizations, and community groups. Jennifer L. West

Jennifer L. West is a member at Roth Jackson.  She has practiced exclusively in the field of U.S. immigration and nationality law since 2002, and she is a member of the American Immigration Lawyers Association (AILA).

She represents companies, individuals, and families before U.S. Citizenship & Immigration Services, the Department of Labor, the National Visa Center, the Board of Immigration Appeals, the Administrative Appeals Office, and the Board of Alien Labor Certification Appeals.

She assists employers of various sizes in finding immigration solutions across a variety of industries and disciplines, including universities and other educational institutions, IT, software development, finance, restaurant and hospitality, faith communities, landscaping, laboratories, construction, and others. She handles H-1B visa petitions for specialty occupations as well as L-1A and L-1B petitions for employees coming from overseas as multinational executives, managers, and specialized knowledge employees. She also handles labor certification and I-140 petitions, along with applications for adjustment of status.

She has experience in I-9 and employer compliance issues and has given presentations on this topic.

Additionally, Ms. West has extensive experience with family-based adjustment of status and consular processing cases; E-2 investor visa cases; petitions for removal of conditions; naturalization applications; re-entry permits; changes of non-immigrant visa status; and waivers of inadmissibility, including I-601A provisional waivers.

She possesses experience in removal defense and has also enjoyed handling a variety of humanitarian cases, such as DACA, Temporary Protected Status, U and T visas, VAWA, and asylum, as well as R-1 and I-360 cases for religious workers.

Ms. West has presented at CLEs on immigration law and has presented on immigration topics to various academic, community, religious, and cultural groups, and she has served as a volunteer and co-coordinator for the Richmond location of AILA’s Citizenship Day.  She currently serves on AILA National’s Online Course Review Committee and on the AILA / USCIS Norfolk liaison committee. She has also served on the AILA DC chapter conference planning committee and the national committee for AILA’s 2020 Annual Conference.
